Tim is a Senior Director at Caribou Digital with a focus on delivery and evaluation using space solutions in emerging market digital economies. Tim is currently leading Caribou’s engagement with the UK Space Agency’s IPP programme, providing Official Development Assistance (ODA), Monitoring and Evaluation (M&E), fund management and implementation expertise. Prior to this work he was leading another major grant programme which used satellite connectivity and applications to help improve life in Kenya and Nigeria; the project also included a major research component looking at other emerging countries and how satellite solutions can improve lives. Before Caribou, Tim worked as interim Managing Director and Operations Director for GSMA’s Mobile for Development, which uses mobile services to improve the lives of some of the poorest people in the world. In these roles he managed the full range of development programme cycle from bids, to grant awards and management, to implementation, monitoring, evaluation, knowledge sharing and sustainability building. Tim started his career as a Weapons Engineer Office in nuclear submarines in the Royal Navy and now has more than 25 years’ experience in managing and evaluating complex programmes across the Development, Telecoms, Government, Finance and Defence sectors.This included roles as a director in the UK Government’s Home Office and as a programme manager for a global IT company, delivering finance programmes across former Soviet Union countries as they transitioned and upgraded their economies. He has many years of international experience and is now based in the UK.
